National Consultant for Assessing the Maturity of the Universal Progressive Home Visiting Model

NGO “In Touch Ukraine Foundation” (EDRPOU Code: 44749100) is inviting applications for the position of National Consultant for Assessing the Maturity of the Universal Progressive Home Visiting Model under the project “Implementation of the Universal Progressive Home Visiting Model and Integrated Child-Centered Primary Healthcare Services at the Local Level in Selected Regions of Ukraine.” This project is implemented in partnership with the United Nations Children’s Fund (UNICEF) as part of the home visiting program “Care from Birth at Home.”

Project Overview

The project aims to enhance the implementation of the Universal Progressive Home Visiting Model (UPHM) in Ukraine by integrating it with child-centered healthcare services. This initiative is part of UNICEF’s broader efforts to strengthen maternal and child healthcare at the primary care level.

“Care from Birth at Home” is a joint program of the Ministry of Health of Ukraine and UNICEF, designed to improve the provision of medical and social support to families with children aged 0 to 3 years through home visits. Meeting families in their home environment provides specialists with a unique opportunity to understand their challenges and make informed decisions.


Key Responsibilities

  • Adapt and implement a maturity model assessment for UPHM in Ukraine.
  • Map and collect data on the current status of UPHM implementation using a maturity model framework (covering policy frameworks, program design and implementation, workforce capacity, funding, monitoring and reporting practices, and other relevant areas).
  • Identify bottlenecks in program implementation and determine priority areas requiring additional technical support.
  • Closely collaborate with key stakeholders (Ministry of Health, National Health Service of Ukraine, Primary Healthcare Centers, and healthcare providers) under the supervision of the project manager.
  • Provide recommendations to the project manager.
  • Contribute to the overall methodology of the maturity model implementation.
  • Prepare a national report summarizing key findings.
  • Provide recommendations for improving the home visiting program in Ukraine.

Candidate Requirements

  • Higher education in healthcare, public health, epidemiology, child development, or related social sciences.
  • Minimum 7 years of relevant work experience.
  • Knowledge of home visiting interventions in Europe, Central Asia, and Ukraine.
  • Deep understanding of public health systems.
  • Theoretical and practical expertise in public health interventions, particularly at the primary healthcare level.
  • Proven experience in systematic reviews of medical or public health literature.
  • Documented experience in managing and analyzing diverse public health data.
  • Fluency in Ukrainian (spoken and written); English proficiency is an advantage.
  • Zero tolerance for violence and discrimination, with a commitment to ethical standards.

Scope of Work & Deliverables

1. Familiarization with UPHM maturity assessment tools, guidelines, and implementation procedures; verify and approve the translation of the “Maturity Model Assessment Tool” and related documents.
Deliverable: Approved maturity assessment tool for use in Ukraine.

2. Plan and organize the assessment process in accordance with local regulations and in coordination with the project manager.
Deliverable: Implementation plan developed and agreed upon with key government institutions and UNICEF’s H&N section.

3. Conduct a desk review of UPHM-related documentation and gather data for assessment tools.
Deliverable: Draft report based on desk review prepared for project manager and UNICEF H&N team review.

4. Support data collection and provide recommendations to local stakeholders involved in assessing UPHM enhancement.
Deliverable: Developed tool with necessary indicators and data.

5. Collect input data required by the maturity assessment tool and validate findings with UNICEF Ukraine’s evaluation team.
Deliverable: Document with stakeholder feedback and analytical report finalized and approved by the project manager and UNICEF H&N team.

6. Draft recommendations based on the desired UPHM functions and capabilities; document processes and upload all supporting materials.
Deliverable: Draft recommendations with all supporting documents, approved by the project manager and submitted to UNICEF H&N team.

7. Prepare a national report on UPHM in Ukraine following existing guidelines and refine it based on feedback from the project manager, UNICEF team, and stakeholders.
Deliverable: Final national report on UPHM maturity assessment, approved by UNICEF.

8. Participate in coordination meetings within UNICEF Ukraine and the Regional UNICEF Office; organize and conduct bi-weekly stakeholder meetings on work progress.
Deliverable: Meeting minutes with clearly outlined action points.
