Organizational Work Context: The NGO “In Touch Ukraine Foundation” is seeking an expert who can fulfill the role of Procurement Specialist for the “Spaces of Psychological Support in the Communities of Zhytomyr Oblast” project within the framework of the “Innovations for HIV Epidemic Control” project for a period of 2 months.
The “Spaces of Psychological Support in the Communities of Zhytomyr Oblast” project is implemented under a grant agreement between the NGO “In Touch Ukraine Foundation” and Pact Inc. No. 380-019127 dated April 1, 2024, and is implemented with the support of the United States Agency for International Development (USAID). The project is executed by a consortium of three organizations: Pact, FHI 360, and AFEW-Ukraine (AIDS Foundation East-West).
The project aims to create a network of spaces for psychological support in the Olevske, Slovechanske, and Narodychi communities of Zhytomyr Oblast to provide psychological assistance and support to the population affected by armed aggression.
Requirements for the Candidate:
- Higher education: economics, management, law, etc.
- Minimum of 3 years of experience in the field.
- English language proficiency at the B2 level.
- Proficiency in Excel, Word, Google Drive, Google Docs, Canva, Figma, CRM systems, Data Check.
- Minimum of 2 years of experience in procurement, negotiation/facilitation, and contract management with suppliers, activities of non-governmental organizations, international projects, regional development.
- Possession of certificates for professional development or competence development will be an advantage.
Additional documents required for participation in the competition:
- Provide confirmation of quality interaction with local self-government bodies, regional administrations, or other state or municipal authorities of designated territories (in any form).
- Provide a minimum of 1 successful result of implementing projects in the public procurement sector, where you were a team member.
- Brief description of functional duties.
Performance of duties and functions of an Authorized Person for Procurement under the Law of Ukraine “On Public Procurement,” namely:
Procurement planning:
- Gathering and aggregating the organization’s needs for goods, works, and services. Effective communication with other structural units within the institution.
- Processing received information and formulating structured conclusions, comprehensive presentation of processed information regarding the necessity of procurement of goods, works, and services.
- Determination of substantiated expected value, selection of procurement procedure, risk forecasting in procurement.
- Participation in expenditure planning and determining the needs for goods, works, and services to be procured.
- Compiling and approving the monthly procurement plan, selecting the procurement procedure, and conducting it.
Organization and conduct of procurement:
- Preparation of relevant documents for procurement, including tender documentation, including technical specifications, making changes, and providing explanations to tender documentation (if there are requirements/complaints about procurement):
- Development of non-discriminatory qualification requirements for manufacturers/suppliers/goods/services.
- Conducting procurement procedures in the electronic system.
- Ensuring publication, posting, if necessary, making changes, information, reports, and other documents in the electronic procurement system (customer’s cabinet), complying with the requirements for publication deadlines prescribed by law.
- Providing explanations to persons intending to participate in the procurement procedure about the content of tender documentation upon receiving relevant requests.
- Reviewing tender proposals, ensuring equal conditions for all participants, objective and fair selection of the winner.
Analysis of conducted procurements:
- Analysis of conducted procurements.
- Analysis of the effectiveness of procurement activities and identification of risks in public procurement.
Performance of supporting functions:
- Interaction with supervisory authorities, structured provision of necessary information.
- Preparation and submission to the Antimonopoly Committee of Ukraine (in case of receiving a complaint) information, properly certified documents, and materials regarding the conduct of public procurement procedures.
- Continuous monitoring of changes in procurement and related legislation.
- Work in the electronic procurement system.
