Organizational Work Context: The NGO “INU TOUCH UKRAINE FOUNDATION” is seeking an expert who can serve as a consultant on medical assistance issues for the project “Restoring access to medical services in the communities of Zhytomyr Oblast” within the framework of the project “Innovations to Overcome the HIV Epidemic” for a period of 10 months.
The project is implemented by NGO “INU TOUCH UKRAINE FOUNDATION” in the region with the support of the USAID project “Building a Sustainable Public Health System,” funded by the American people through the United States Agency for International Development (USAID) and implemented by Pact in partnership with the Swiss Tropical and Public Health Institute (Swiss TPH) and the European Institute of Public Health Policy (EIPHP).
The project aims to provide medical and psychosocial assistance to remote settlements in Zhytomyr Oblast (Olevska, Slovechanska, and Narodytska communities).
The goal of the USAID project “Building a Sustainable Public Health System” (2022-2027) is to strengthen the capacity of the Government of Ukraine to prevent, detect, and respond to public health threats, ensure the performance of critical public health functions in crisis periods, protect the health of all Ukrainians, including vulnerable and marginalized groups, and expand and provide mental health services to populations affected by war.
Requirements for the Candidate:
- Full higher education in the field of medicine.
- Experience in the field of medicine, management for at least 10 years.
- Fluent in Ukrainian.
- Knowledge of English at a minimum level B2.
- Experience working on MTD projects for at least 5 years.
- Ability to work with Excel, Word, Google Drive, Google Docs, Canvas, Figma, CRM systems, Data Check.
- Possession of certificates of qualification improvement or competency development will be an advantage.
- Ability to work in emergency situations while maintaining composure.
- Ability to prioritize and review daily priorities according to needs.
- Ability to adapt flexibly to changing requirements and conditions.
- Developed teamwork skills.
- Adherence to the principles and ethics of NGO “INU TOUCH UKRAINE FOUNDATION”.
Additional Documents Required for Participation in the Competition:
- Provide confirmation of quality interaction with bodies of the OMS, RSA, or other state or municipal bodies of the designated territories (in any form).
- Provide 2 successful results of MTD project implementation where you were a team member.
- Short description of functional duties:
- Provide medical consultations and recommendations regarding the work of the MMT.
- Ensure proper and rational use of medicines, consumables, and medical equipment of the mobile team.
- Participate in events to disseminate information about a healthy lifestyle and disease prevention (as part of planned activities implementation).
- Collaborate with partners and stakeholders to coordinate activities on the ground.
- Coordinate with the project team and donor regarding the purchase of specific medical equipment, rationalization, or optimization of expenses for maximum quality formation of funds necessary for MMT visits.
- Advise the project manager and MMT coordinator on medical issues.
- Interact with CPMDCs, project participants (to establish work, present the project, form quality travel schedules).
- Provide suggestions to the project manager for the implementation of best practices.
- Provide explanations on medical issues.
- Provide consultations to MMT members on trip implementation.
- Establish professional relationships with primary health care centers and chief physicians in the hospital referral system.
- Be attentive to gender issues and comply with patient confidentiality requirements.
- Prepare reports on all types of medical activities, including medicine consumption and consumables.
- Maintain regular communication with the MMT Coordinator and Project Manager to address team needs/questions, including improving the provision of primary health care services to beneficiaries.
- Collaborate and participate in any field surveys, data collection, and coordination with other health partners.
- Responsible for other logistical duties at the local field level.
- Inform the MMT Coordinator and Project Manager about any incidents identified during project implementation.
- Perform other additional duties as required by the Project Manager.
- Have goodwill to provide assistance and readiness to serve vulnerable individuals and internally displaced persons in rural areas.
