Organizational work context: The public organization “NGO “In Touch Ukraine Foundation” is looking for an expert who can perform the role of a leader (physician) of the interdisciplinary mobile team for the project “Restoring access to medical services in the communities of Zhytomyr region” within the framework of the project “Innovations for overcoming the HIV epidemic” for 2 months.

The project is implemented by the NGO “NGO “In Touch Ukraine Foundation” in the region with the support of the USAID project “Building a sustainable public health system”, funded by the American people through the United States Agency for International Development (USAID) and implemented by Pact in partnership with the Swiss Tropical and Public Health Institute (Swiss TPH) and the European Institute of Public Health Policy (EIPHPP).

The project aims to provide medical and psychosocial assistance to remote settlements in Zhytomyr region (Olevska, Slovechanska, and Narodytska communities).

The goal of the USAID project “Building a sustainable public health system” (2022-2027) is to strengthen the capacity of the Government of Ukraine to prevent, detect, and respond to public health threats, ensure the performance of critical public health functions in crisis periods, and protect the health of all Ukrainians, including vulnerable and marginalized groups, as well as to expand and provide mental health services to populations affected by war.

The MMCT is a multidisciplinary team of professionals who provide medical assistance, mental health services, and psychosocial support to the community, which is as close as possible to the location of the client. MMCT consists of a doctor (doctors), a nurse/paramedic, a social worker, a psychologist, and a driver.

Brief description of functional responsibilities

coordinates the work of the MMCT and ensures effective provision of medical assistance; makes decisions on optimal treatment strategies based on an objective assessment of the situation; assesses the medical condition of clients; prescribes treatment; performs medical manipulations/procedures.

Requirements for the doctor are detailed below. Requirements for the candidate:

Full higher education (specialist, master) in the field of “Medicine”, specialty “Therapeutic Affairs” or “Pediatrics”. Advanced qualification (courses of thematic improvement, internships, pre-certification cycles, etc.) in accordance with the legislation and/or formal or informal professional training. Experience in the field of not less than 3 years. Doctor (MMCT leader): responsible for coordinating the work of MMCT specialists, medical assessment of clients’ condition, provision of medical assistance/consultations, prescription of treatment, adoption of managerial/operational decisions. Ability to work with Excel, Word, Google Drive, Google Docs, Canvas, Figma, CRM systems, Data Check. Availability of certificates of qualification improvement or competency development will be an advantage. Professional competencies

Clear understanding of the therapeutic-diagnostic process. Mastery of resuscitation techniques, skills to provide assistance in traumatic injuries, bleeding, collapse, poisoning, drowning, mechanical asphyxia, anaphylactic shock, burns, frostbite, allergic conditions, etc. Adherence to the principles of medical ethics and deontology. Use of evidence-based and scientifically grounded methods of work that meet the requests and needs of the client. Continuous improvement of professional level. Interaction principles with clients

Respect for the dignity of every person. The doctor must treat all clients with respect, without allowing any manifestations of disrespect for the individual. Priority of clients’ interests. The doctor directs their efforts and all available resources to assist and meet the interests of each client, taking into account their individual needs. Tolerance. The doctor has a high level of tolerance and sensitivity to various emotional or behavioral manifestations of the client and accepts the client’s circumstances, regardless of their previous actions, habits, or any individual characteristics, such as gender, ethnic or national origin, etc. Trust and interaction in solving client problems. The doctor supports and encourages the client’s active participation in solving their requests, maximally promotes the client’s independence, providing them with necessary psychosocial and informational support. Accessibility of services. The doctor makes every effort to ensure unimpeded access of the client to services, without any manifestations of discrimination based on gender, age, race, health status, disability, sexual orientation, etc. Confidentiality. The doctor provides information to the client in advance regarding how the confidentiality of their interaction is ensured and specifies exceptions under which it may be violated.

Interpersonal Skills

Ability to provide consultations to clients and their family members. High level of managerial competencies. Capability to effectively collaborate with other members of the medical mobile team. Readiness for teamwork and task execution in critical medical situations. Doctor’s Responsibilities as part of the MMCT

Providing medical assistance to clients. Management and coordination of MMCT specialists’ work. Organization of medical care for the client, taking into account all circumstances affecting health status and/or the course of the illness, including family and community context. Establishing effective communication with the client based on partnership and respect for the individual. Analysis and consideration of client examination information, development of a medical service plan, and its coordination with the client. Conducting work to disseminate medical knowledge among the population, particularly regarding disease prevention and its complications. Promotion of a healthy lifestyle. Emotional and stress management: Developing and improving strategies for managing one’s own emotions and stress to ensure effectiveness and professionalism in MMCT work (participation in mental health training, forming a plan to prevent professional burnout for MMCT professionals, etc.). Reporting and documentation: Maintaining documentation of provided services and consultations. Preparing reports on MMCT work results.
