The NGO “INU TOUCH UKRAINE FOUNDATION,” EDRPOU code 44749100, invites an expert to cooperate who can fulfill the role of a procurement specialist for the project “Implementation of a universal progressive model of home visits and integrated medical-sanitary services oriented towards children at the local level in certain regions of Ukraine,” which will be implemented jointly with the United Nations Children’s Fund (UNICEF) within the “Home Care from Birth” home visit program.
The project “Implementation of a universal progressive model of home visits and integrated medical-sanitary services oriented towards children at the local level in certain regions of Ukraine” is being implemented by the United Nations Children’s Fund (UNICEF) and the NGO “INU TOUCH UKRAINE FOUNDATION” and will take place from March 2024 to February 2025.
Service provision period: 8 months.
Project geography: Zhytomyr, Kyiv, Chernihiv, Lviv, Volyn, Odesa, Dnipropetrovsk, Zakarpattia regions.
“Home Care from Birth” is a joint program of the Ministry of Health of Ukraine and UNICEF, which involves the implementation of a universal-progressive model of home visits to improve the provision of medical and social assistance to families with children from 0 to 3 years old in the primary sector. Meeting with the family in their own environment gives the specialist a unique opportunity to understand problems and make the right decision.
Requirements for candidates:
- Higher education (accounting and auditing, economics, management, other related specialties);
- Work experience in procurement (experience in NGOs/CSOs will be an advantage) for at least 2 years.
- Knowledge of English at the minimum level B2; Knowledge of an additional foreign language is an advantage.
- Proficient user of PC and Microsoft Office.
- Ability to use the functionality of electronic procurement systems.
- Availability of certificates for professional development or competency development is an advantage.
- Zero tolerance for any manifestations of violence and discrimination, adherence to ethical norms.
Additional documents required for participation in the competition:
- Provide evidence of quality interaction with local government bodies (OMS, ODA, or other state or municipal bodies of designated territories) in any form;
- Provide 3 successful results of MTD project implementation where you were a team member.
Short Description of Functional Responsibilities:
Execution of duties and functions of the Authorized Person for Procurement under the understanding of the Law of Ukraine “On Public Procurement,” namely:
Procurement Planning:
- Gathering, aggregating the demand for goods, works, and services.
- Processing received information and formulating structured conclusions, comprehensive presentation of processed information regarding the necessity of procurement of goods, works, and services.
- Determination of substantiated expected cost, selection of procurement procedure, forecasting risks during procurement.
- Participation in expenditure planning and determination of the need for goods, works, and services to be procured.
- Compilation and approval of the monthly procurement plan, selection of procurement procedure, and its implementation.
Organization and Conduct of Procurement:
- Preparation of relevant documents for procurement, including tender documentation, including technical specification, making changes, and providing clarifications to the tender documentation (if there are requirements/complaints about procurement).
- Development of non-discriminatory qualification requirements for manufacturers/suppliers/goods/services.
- Conducting procurement procedures in an electronic system.
- Ensuring publication, posting, if necessary, making changes, information, reports, and other documents in the electronic procurement system (customer’s cabinet), complying with the deadlines for publication of information provided by law.
- Providing explanations to persons intending to participate in the procurement procedure regarding the content of tender documentation upon receiving relevant requests.
- Reviewing tender proposals, ensuring equal conditions for all participants, objective and fair selection of the winner.
Analysis of information on prices for goods, works, and services and formulating structured conclusions.
Monitoring of suppliers (contractors, performers).
Ensuring the compilation, approval, and storage of relevant documents on public procurement matters as defined by the Law.
Preventing conflicts of interest between the interests of the customer and the participant or between the interests of participants in the procurement/simplified procurement procedure that may affect the objectivity and impartiality of decisions regarding the selection of the procurement procedure winner.
Ensuring objectivity and impartiality in the organization and conduct of procurement procedures.
Performing other actions provided for by the Law of Ukraine “On Public Procurement.”
Analysis of conducted procurements.
Analysis of the effectiveness of procurement activities and identification of risks in public procurement.
Execution of accompanying functions:
Participation in contractual work:
- Organizing work aimed at timely conclusion of the contract based on the results of procurement procedures.
- Organizing work aimed at amending the contract (if necessary), reporting on its implementation.
- Ensuring the publication of information and reporting on the implementation of the procurement contract, complying with the requirements for the publication deadlines provided by law.
- Receiving information from the project coordinator on the progress of supplier (contractor, performer) obligations and processing it.
Execution of accompanying functions:
Interaction with supervisory authorities, structured provision of necessary information. Preparation and submission to the Antimonopoly Committee of Ukraine (in case of receiving a complaint) of information, properly certified documents, and materials regarding the conduct of public procurement procedures. Continuous monitoring of changes in procurement and related legislation. Work in the electronic procurement system.

- High level of communicability, politeness, ability to work in a team.

- Understanding the structure of information access levels in the organization and ability to maintain confidential information.
